Baroness Ashton's new envoys 'playing at James Bond' in £32m of bullet-proof limos,

Baroness Ashton's new envoys 'playing at James Bond' in £32m of bullet-proof limos
By Martin Banks in Brussels
Published: 4:08PM GMT 31 Oct 2010

The EU has been accused of “vanity” after it emerged that the new diplomatic corps headed by Baroness Ashton will spend £32.8m on bullet-proof limousines for some of its 7,000 officials who will enjoy postings in Barbados and even the tiny Pacific island of Vanuatu.

The cost covers the purchase and maintenance of the 150 vehicles for four years with 30 cars being sent to missions in each of five regions around the world, including capitals where there is little or no terrorist threat.

A breakdown of the new European External Action Service (EEAS), which will have a budget of £8bn, shows that the diplomatic postings will include sending 46 officials to Barbados, 57 to Vietnam and 95 to Ukraine.

Even the tiny Pacific island nation of Vanuatu, which has a population of just 230,000, will have six diplomats.

The new EEAS corps, formally launched on 1 December and which includes the EU’s massive aid and development budgets, will dwarf Britain’s Foreign Office, which employs 4,863 diplomats.

Some British embassies and consulates in smaller countries may be closed and their duties passed to the new network of 137 EU embassies. However, some will be posted where there are already British diplomats.

The EU will have 46 diplomats in Bridgetown, the capital of Barbados, nine more than the British embassy on the holiday island, and 32 in Santo Domingo in the Dominican Republic, 13 more than the UK embassy there.

Burkina Faso will have 59, Costa Rica 21, Egypt 90, Vietnam 57, East Timor 20, Djibouti 18, Mauritania 46, Mauritius 39, Namibia 26, Papua New Guinea 27, and Laos 26.

Stephen Booth, of the Open Europe think tank, said, “We were told that the EU’s new foreign service would be 'budget neutral’ but this promise has been broken in its first year. At a time of widespread austerity, taxpayers shouldn’t be asked to pay for the EU’s pretensions to global power status.”

“Why else would the EU send ambassadors to Barbados to parade around in armoured cars other than sheer vanity?”

The EEAS will also have 500 staff at the headquarters at the 645,000 sq ft Capital, or Triangle, building in the EU quarter in Brussels, costing £10.5m a year in rent, and at international organisations in Paris, Vienna, Rome and Strasbourg.

More than 100 of the diplomats will be paid more than William Hague, the Foreign Secretary, who earns £134,565 a year.

The latest details of the largesse of Lady Ashton’s new diplomatic corps come in the wake of the Government’s deficit-reduction drive and David Cameron battles to try to keep the EU budget rise at 2.9 per cent for 2011, rather than the six per cent that has been proposed. Even a 2.9 per cent rise will see the Treasury pay an extra £430 million.

As the EU’s High Representative for Foreign Affairs and Security, Lady Ashton is the best paid female politician in the Western World and earns a salary of £230,702 a year.

The EEAS was created under the Lisbon Treaty. Governments were originally promised it would be “budget neutral” but its running costs have overrun by £29 million to £339 million.

Marta Andreasen, a Ukip MEP, said: “The vanity of the EEAS knows no limits. They are playing at being James Bond with these armoured limos. British embassies are closed and downgraded, and our international voice is being drowned out by career Eurocrats in comfort postings. Worse still this is all done with the connivance of the Foreign Office”.

Timothy Kirkhope, a Tory MEP, said: “Baroness Ashton now faces the most significant challenge: keeping the costs and powers of the service down in the face of an army of bureaucrats who will seek to extend them.”

On the decision to order the £200,000 limousines, an EEAS spokesman said: “Baroness Ashton believes it is impossible to put a figure on safety and we will prioritise these vehicles to areas where we feel there is a necessity.”

Imaginary cows and non-existant lemon groves 'cost EU taxpayers £1.2bn'
By Martin Banks in Brussels
Published: 6:26PM GMT 31 Oct 2010

Imaginary cows and non-existant lemon groves are among the fraudulent claims for European Union funding that have cost taxpayers £1.2bn in the last year, a new report shows.

In one case, thousands of pounds was paid out to livestock owners in Slovenia for 'non-existent' cattle  Photo: GETTY

The number of “irregular payments” last year doubled and are now costing taxpayers £3.3 million a day.

According to the European Commission’s Fight Against Fraud report irregularities and fraud in the Common Agricultural Policy, which accounts for half the EU budget, cost £108.5m, up 23 per cent.

However, the worst area for fraud in 2009 was “cohesion policy”, where funds go to Europe’s poorest regions and which takes up more than one third of the whole EU budget.

Suspected fraud and irregularities here cost £1.06bn last year, an increase of 109 per cent on the previous year. About two-thirds of alleged EU fraud concerns six countries: Bulgaria, Romania, Greece, Italy, Poland and Spain.

Fraudulent use of EU cash includes claims for a lemon and orange grove orchard that did not actually exist on the Italian island of Sicily.

In another case, thousands of pounds was paid out to livestock owners in Slovenia for “non-existent” cattle.

UK Independence Party MEP Marta Andreasen, who was sacked from her job as the European Commission’s chief accountant after she blew the whistle on the state of the EU’s accounts, said, “Why does the EU allow this situation to continue?

“Simple: the EU uses funding from the budget to buy support for the EU project.”

A European Commission spokesman said, “We take the issue of fraud very seriously and have made considerable efforts to improve the system for finding and dealing with it.”

Morgan Stanley financial adviser escapes felony charges for hit-and-run 'because it could jeopardise his job'
By Daily Mail Reporter
Last updated at 10:21 PM on 6th November 2010

A financial manager for wealthy clients will not face charges for a hit-and-run because it could jeopardise his job, it has been revealed.

Martin Joel Erzinger, 52, was set to face felony charges for running over a doctor who he hit from behind in his 2010 Mercedes Benz, and then speeding off.

But now he will simply face two misdemeanour traffic charges from the July 3 incident in Eagle, Colorado.

His victim, Dr Steven Milo, 34, is meanwhile facing 'a lifetime of pain' from his injuries.

But prosecutors claim the decision is theirs to make.

'Justice in this case includes restitution and the ability to pay it,' said District Attorney Mark Hurlbert.

He said Erzinger, a private wealth manager who manages more than $1billion in assets at Morgan Stanley Smith Barney in Denver, is willing to take responsibility and pay restitution.

'Felony convictions have some pretty serious job implications for someone in Mr. Erzinger's profession, and that entered into it,' he said.

'When you're talking about restitution, you don't want to take away his ability to pay.'

Dr Milo is a physician living in New York City with his wife and two children, where he is still recovering from his injuries, court records show.

He suffered spinal cord injuries, bleeding from his brain and damage to his knee and scapula, according to court documents.

Over the past six weeks he has suffered 'disabling' spinal headaches and faces multiple surgeries for a herniated disc and plastic surgery to fix the scars he suffered in the accident.

'He will have lifetime pain,' his lawyer Harold Haddon told the court.

'His ability to deal with the physical challenges of his profession - liver transplant surgery - has been seriously jeopardised.'

Dr Milo told Hurlbert that the case 'has always been about responsibility, not money'.

'Mr Erzinger struck me, fled and left me for dead on the highway,' he wrote. 'Neither his financial prominence nor my financial situation should be factors in your prosecution of this case.'

But the prosecutor insisted that the case is, in part, about the money. 'The money has never been a priority for them. It is for us,' he said.

Dr Milo was bicycling eastbound on Highway 6 near Eagle when Erzinger allegedly hit him with the black 2010 Mercedes Benz sedan he was driving.

Erzinger fled the scene and was arrested later, police say. He drove until he reached a Pizza Hut parking lot, where he stopped and  called Mercedes auto assistance to report the damage to his vehicle.

"The first stage is the General Conference in October; we have a draft resolution in which the principles are laid out," explained Dr Quinn.

"Then at the General Conference in 2015, I hope the final decision will be taken. But this is science, maybe it won't. Or maybe it'll be quicker, maybe everything will fall into place next year. But that is the excitement of it."
